Steve, I suggest you look at either py2exe (http://starship.python.net/crew/theller/py2exe/) or Gordon McMillan's installer (http://www.mcmillan-inc.com/install1.html). Both of these tools package up Python and your application into an executable suitable for distributing to end users. Each has its own strengths and weaknesses so I would suggest you read a little about them and decide which one better suits your requirements. As for the Microsoft files, back to the list I'm afraid ...
