[Distutils] PyPI Limits of Wheel Size

I am hitting a limit on the size of a wheel when uploading to PyPI - the wheel is about 100M. When this has happened in the past I have contacted Donald who has been kind enough to increase the limit (I believe it is a per-project limit). Currently where should I make this request? Thanks, Phil
