Thanks - this is now PEP 513: https://www.python.org/dev/peps/pep-0513/ (404 response caching on the site is being its usual annoying self, but that will sort itself out before too long) In addition to assigning the PEP number, I also set the BDFL-Delegate field (to me), fixed the PEP type (Process -> Informational) and set the Discussions-To header (distutils-sig), so if you could copy those changes back into your working copy, that would be great. In terms of the content, it all looks reasonable to me personally, but we'll wait and see what everyone else has to say (especially the PyPI and pip developers).
