Note that as of now Openstack has decided on a different path and currently does not need any adjustments to PEP 440 as I had talked about with you, so as of right now the only thing I really have to change (unless they change their mind or someone else comes forward) is that I’d like to move c -> rc in the preferred form. I’m not against making PEP 440 Provisional though and I have no idea if more issues will come up in the coming days.
I think it's a good policy change regardless - I doubt this will be the last time where something that initially seemed like a good idea doesn't seem so promising once it's exposed to a broader audience. That's exactly the kind of problem PEP 411 was designed to deal with for the standard library, so extending it to the PyPA ecosystem makes a lot of sense.
