AFAICT the only missing feature from old-Metadata-2.0 is "description as message body", which places readable description text after the key/value pairs.
Do pip/PyPI/et al currently support that? If yes, then I think it would be good to include. On the other hand, if it's a genuine enhancement, then we probably want to defer it to metadata 1.4 in order to clearly separate the "Update the specification to match reality" step from the "Further improve the usability of the specification" step.
