You activate it by putting the working environment on your $PYTHONPATH, and then easy_install should automatically install in that environment and there is a custom distutils.cfg local to that environment. It's like virtual-python.py, except a bit lighter.

I have heard working-env.py mentioned elsewhere, but have not checked it out myself. I will look into it.
