I don't have time to respond to all of this now, but have you looked at working-env.py? http://blog.ianbicking.org/working-env.html
You activate it by putting the working environment on your $PYTHONPATH, and then easy_install should automatically install in that environment and there is a custom distutils.cfg local to that environment. It's like virtual-python.py, except a bit lighter.
