We already have 'setup.cfg', what's wrong with that?
Only that the metadata file needs to be 'transmitted' along-with/inside the package. As such it isn't a config file as such. My apologies for being pedantic, but setup.cfg has other information that you want to keep on your machine.
If another filename is needed: please pick one where the suffix is unique, that would make it easier to associate the file with specific programs (double-click to open, spotlight/quicklook helpers on OSX, ...)
