I think Donald is saying that period of them both working will be over on July 3rd at which point only pypi.org <http://pypi.org/> will work.
As far as which UI is recommended to manage your packages and for end-users to view things - I'm not sure about that timeline. For viewing packages I've been using pypi.org <http://pypi.org/> for a while now with minimal issues but it still has no management features in the UI.
