*All* Distutil commands have a --dry-run option -- it's a universal constant, along with --verbose.
One caveat: the "install" command is completely filesystem-driven, so if you do a dry-run build and install, it looks like nothing would get installed, since there's nothing actually in the "build" tree to drive installation. Bug? feature? I dunno...
