In many cases, it mostly takes an interested person to get Ubuntu and Debian
packages updated. 

wouldn't that only update it for the *next* release of debian/ubuntu?
maybe you can clarify if/when a package can be updated so that it appears as an update for your current distro version?
I roughly have the idea that it's only for security issues.
