If you're trying to build rpms for the equivalent of the released sdist's and eggs, then yes, you definitely should. If you look at the setup.cfg files in all ETS projects, they all append build tags of '.dev' and force the svn revision to be tagged on, UNLESS you trigger the release alias or explicitly specify "egg_info -RDb".
I think the Enable project might be somewhat different from the others because it uses both distutils and setuptools.
Nope, not at all. We have a number of other projects using numpy.distutils and setuptools together in ETS.
I will send you off line a program I used that fixes up the setup.cfg.
