[Distutils] Improved Stats Features in Python

Dear Sirs, I've implemented some stats functions related to Factor Analysis in the statistics area. Specifically, the KMO test and the Bartlett test also. At this time I do not seem to find any module performing these tests. Is there any chance I could add these functions to a package in Python. What is the procedure to perform such contribution.
