The distutils-sig mailing list, as stated in the setuptools documentation. There is also a bug tracker, but what you've reported is not a bug. (Also, my name is not "phil".)
our problem areas are: we run http://www.blastwave.org and try to install http://genshi.edgewall.org which bails out with:

You are evidently missing the python-dev, python-devel, or whatever package on your OS is required to compile Python extensions. Install that first.

(we use svn 1.4.5, the counterparty svn-1.5)
This is a known issue that is fixed in the setuptools trunk. You can use "easy_install setuptools==dev06" to upgrade to a version that doesn't have the problem. Once you've upgraded, it will also be safe to use svn 1.5.
