It makes sense when you use setuptools to implement namespace packages.

So, for example in zope packages, the __init__.py in the zope namespace package typically has:

import pkg_resources pkg_resources.declare_namespace(__name__)

It also makes sense if you use entry points, the plugin finder, or any other pkg_resources features, for that matter. ;-) Or if you reuse setuptools functionality (e.g. easy_install) to install plugins for your app.

But in general, it only makes sense to depend on setuptools if your actual project contents (aside from setup.py) are importing things from pkg_resources or setuptools.
