I think the idea is to *define* a standard location within the egg. An install tool is then free to extract them out of the egg and put them somewhere else if it wants.
There should also be an API for finding them (rather than assuming they're still inside the egg) so that the code that uses them can still find them if they've been moved somewhere platform-specific.
