For the build, one could use continuous integration providers like appveyor, circleci and travisci to perform the builds. This is what has been done by conda folks with conda-forge.

The manylinux Docker container is heading in that direction already. I suggest you consider helping out with that effort.

There is also the conda ecosystem, with the conda-forge project using public CI systems to build packages:

I imagine a similar system could be adopted for wheels....
