PEP 541 / Transfer of https://pypi.org/project/Augur/ to my project https://github.com/chaoss/augur

Hi, I am the code owner for the Augur Open Source Software project, which is part of the Linux Foundation’s CHAOSS Project. One of my developers secured our PiPy distribution a few years ago, but deleted their account before graduating.
