Since there seems to be some interest in capturing meta information about packages, I suggest having a look at the (currently sleeping) Trove project initiated by E. Raymond: http://tuxedo.org/~esr/trove/ It defines quite a few different ways of identifying relationships between packages, subpackages and other resources.
