prepping PEP 566 support in Twine for tomorrow

Per https://dustingram.com/articles/2018/03/16/markdown-descriptions-on-pypi , currently, Markdown support for a package long_description depends on a pre-release of Twine. I released Twine 1.11.0rc1 a few days ago. Today I'm fixing more bugs and putting out another release candidate, and then tomorrow I plan to release 1.11.0. Code review and testing is welcome, as is camaraderie in #pypa-dev on Freenode.

https://pypi.org/project/twine/1.11.0/ Twine 1.11.0 is now out (changelog at https://twine.readthedocs.io/en/latest/changelog.html ).
