Monitoring is set up for PyPI so it is known very quickly when it stops responding and thus no need to worry about notifying anyone. The flapping is from OSUOSL playing with their firewall settings to try and mitigate risk from the Postgres vulnerability that went public yesterday. They are obviously aware of it and are trying to get the settings right until they get an upstream patch which will require some downtime, but then that should be it. -Brett

The upgrade was done yesterday afternoon, it just only resulted in about 30 seconds of downtime so I didn't even both announcing it :) --Noah
