That would take a lot of work to implement in Python because you would need
to fork the repository.
In Docassemble, there is an existing feature for tooltips that allows the
inclusion of images. See:

You can include images in "terms" in the same way as you can include images
https://docassemble.org/docs/markup.html#inserting%20images elsewhere.
