[docs] [issue39635] One paragraph of the doc is not translated in French

In the French doc of the 3.8 version, https://docs.python.org/fr/3/tutorial/interpreter.html, there is an entire parapragph which is still writtent in Englush (not translated in French):
...
On Windows machines where you have installed Python from the
Microsoft Store, the python3.8 command will be available. If you have
the py.exe launcher installed, you can use the py command. See
Digression : Définition des variables d'environnement for other ways
to launch Python.
