When trying to install software for all users, and using VS Code, it only worked on 2.7 but not 3.8. That seems like a big problem. You shouldn't have to go into weird, advanced settings when the main installer screen mentions "for all users" but isn't doing what you'd EXPECT it to do--very misleading and confusing.
