You'll have better luck on a user forum such as the Users category of discuss.python.org, the python-list@python.org mailing list, or StackOverflow; this mailing list is intended for discussion of documentation issues.

Note, though, that Python 2.7 has been out of support for nearly 2.5 years now, and should not be used if you can avoid it; pip dropped support for Python 2.7 in v21.  Windows 7 is also out of support, so the latest version of Python that will run on Windows 7 is 3.8.
