[docs] [issue11975] Fix referencing of built-in types (list, int, ...)

Georg Brandl <georg@python.org> added the comment: Well (speaking as the Sphinx developer here), I view it as legacy behavior that type does not matter for non-intersphinx linking. So the intersphinx behavior is the "correct" one, but we can't change the other now because of compatibility.
