raise is a keyword [...]. It’s not possible to use it as a name.
The modules that implement the fixers are named fix_*, so my reply is invalid. The fixer name given on the command line is indeed “raise”. This bug you reported has been fixed by Benjamin Peterson, thank you for pointing it :) Regards
