[docs] [issue27420] Docs for os.link - say what happens if link already exists

Irit Katriel <iritkatriel@yahoo.com> added the comment: There is a general note at the top of the module: "Note: All functions in this module raise OSError (or subclasses thereof) in the case of invalid or inaccessible file names and paths, or other arguments that have the correct type, but are not accepted by the operating system."
