I can verify that the files for 3.11.1 from the page at <https://docs.python.org/release/3.11.1/download.html> get a 404 response. On that page, the URL for the ePub version is:

Note that the URL that works has a hostname of "www.python.org", and the broken one has "docs.python.org". I suspect that these two accidentally diverged at some point, and this needs to be escalated to the systems team maintaining the web site.

If you do not intend to host documentation on the site, there's no point in having such a section in the first place; it's important you remove it as it misleads visitors.
