I tried downloading the epub file and loading it locally to iBooks on MacOS, and it works. So I think it's not a problem with the epub file itself. It might be an issue with Google Play Books. Maybe they have certain restrictions on what files can be uploaded to the service. I would suggest contacting their help center.
