2.7 installs for all users but 3.8 doesn't

Hello, When trying to install software for all users, and using VS Code, it only worked on 2.7 but not 3.8. That seems like a big problem. You shouldn't have to go into weird, advanced settings when the main installer screen mentions "for all users" but isn't doing what you'd EXPECT it to do--very misleading and confusing. Looks like you're speaking about this part of the documentation https://docs.python.org/3.8/using/windows.html#installation-steps which state that if you just click on "Install now": - The `py` launcher will be installed for all users - Python will only be installed for the current user only Is this correct?
