Report bugs on the leaps year

Sorry, but Python has it right here. In the Gregorian calendar, years that are divisible by 100 but not divisible by 400 are not leap years. See https://en.wikipedia.org/wiki/Leap_year#Gregorian_calendar for more information. Regards, -- Zach
