In http://docs.python.org/library/2to3.html#2to3fixer-long the name of the fixer "raises" should be "raise" , singular of the word.
raise is a keyword, a sequence of characters reserved by the syntax. It’s not possible to use it as a name.

The modules that implement the fixers are named fix_*, so my reply is invalid. The fixer name given on the command line is indeed “raise”. This bug you reported has been fixed by Benjamin Peterson, thank you for pointing it :)
