The Arabic translation effort has started by a group of volunteers, but I think it's not in the state that is ready for inclusion in the official Python documentation yet. I believe this is the repo for the Arabic translation: https://github.com/Abdur-rahmaanJ/python-docs-ar/ For Russian translation, I don't think there is such a group yet.
