Migrating edu-sig to Mailman3/HyperKitty

Our kind postmasters Mark Sapiro and Abhilash Raj migrated python-ideas and python-dev mailing lists from Mailman 2 to Mailman 3 (running on Python 3 ;-))!

Enhancements:
