First, what does this have to do with Google Summer of Code? This is a discussion list for prospective participants in that program. It sounds like you intended to contact someone in charge of the python mail servers? Second, no, we're not interested in changing the settings for this list. This is a discussion list, what you're describing sounds more like some sort of marketing list which would be less suitable for our purpose. There's a whole host of RFCs that define list behaviour, such as https://datatracker.ietf.org/doc/html/rfc2919 and https://datatracker.ietf.org/doc/html/rfc6377 if you want to learn more about what choices were made and the history of why. If you intend to advocate for a change be prepared to do a lot of reading and address the *many* technical and social issues that would arise from a change. But discussion of list policies is off-topic for here. If you want to talk about it further, please join the appropriate python volunteer sub-committee; this is not it.
