Every year as the conference approaches there are lot of big and small tasks that need to taken care of.

At times, we realize few of them at a later stage, so as to avoid confusion and delegate them in a more appropriate manner, I think we should revive the PyCon Handbook (https://github.com/pythonindia/pyconindia-handbook) idea which was discussed couple of years back. 

I'll be more then happy to take responsibility of this.
