Building lxml 4.2.1 from source with Python 3.7.4

Hi, I am trying to build lxml 4.2.1 from source with Python 3.7.4 (amd64) and Visual Studio 2015. Build command is python setup.py build --static-deps I get the error below. Any ideas as to what is going wrong? I am going to try a later version of lxml to see if that fixes the problem.
