Is xlC required to build on AIX?

Hi, I'm trying to "pip install lxlc" on AIX. Even though I have GCC installed and I have the env var CC pointing to it, the lxml build script is still trying to use xlC and failing because it's not installed. Is xlC a requirement on AIX?
