[Mailman-Announce] NEWS for Mailman 2.1

Recent changes at Launchpad have removed the ability to see the content of files in the GNU Mailman project without actually cloning the bzr branch.

There is a link to the Mailman 2.1 NEWS on launchpad at https://www.list.org/features.html which now returns a 404. For that reason, I'm posting the NEWS file here and changing that link to point to this post.
