[Bug 1095422] [NEW] Non-queue runners should not create var/queue/* directories

Public bug reported: In mailman/interfaces/mailinglist.py, in the IMailingList interface, there's a display_name property whoose documentation reads: "This is used in locations such as the message footers and Subject prefix.". It's actually not true, in the MailingList model class (in mailman/model/mailinglist.py) there's a subject_prefix attribute for this value, and it's the one that Postorius edits. [Bug 1158040] [NEW] Individual mailing lists should be able to enable/disable archivers

Public bug reported: Right now, a site admin can enable and disable archivers globally via the mailman.cfg file. It would be really nice for individual list owners to enable and disable a set of archivers they want to use. This change needs to be made in the interface, model, archive runner, and REST API.
