[Bug 1170388] Re: the tomoderators argument to "send" is ignored

I'm on a slightly older version of Mailman 3, which means that mail sent to list owner gets sent to entire list. It looks like *that* was already fixed, so I think in the current version, moderation notifications will probably actually get sent to list owner (should be sent to moderators).
