[Bug 1471418] [NEW] Bind mailman-API to IPv6 as well

Public bug reported: Currently the REST-interface binds to 127.0.0.1:8001. This can lead to problems where systems resolve localhost an IPv6-address as well ("127.0.0.1, ::1").
