[Bug 1035061] Re: setup.py build_sphinx is broken

This might be fixed by sudo apt-get install python-sphinx . I had this issue with my own package before I figured out that I did not have sphinx installed. This works on Ubuntu 13.04 with both setuptools & distuitils.
