Public bug reported: Our configuration includes 'admin_immed_notify' = 'yes', and 'respond_to_post_requests' = 'yes'. Due to spam with targeted spoofing of list member addresses we had to configure 'emergency' = 'yes'. But both the notifications to the moderators as well as the reply to the poster informing them of the hold action only works for non-members!
