For example, Lithuanian reminder is present in the server in ISO 8859-13, sent out converted to UTF-8, yet the headers still say Content-Type: text/plain; charset="iso-8859-13" A cursory look at mailpasswds script suggests that it simply forgets to update encoding in headers after translating text to UTF-8.
