Initial Comment: Users are allowed to change their addresses all behind the back of the administrator, as apparently the closest button governing this is admin_notify_mchanges which doesn't track changes of address. So in case the administrator is interested in such mundane news, he can only check Membership Management often. (Only have web interface here.
