From one list I can successfully submit a request to subscribe via the list info page. From the second list I can not - clicking the "subscribe" button does nothing.

A quick look at the html source for the info page for each list shows that a < form > tag is missing for the one that does not work. There are some other rendering differences between the working and non-working version of the info page. You may try this yourself by visiting http://mail.hicom.net/mailman/listinfo and attempting to subscribe to either mailing lists.
