[Bug 1203200] [NEW] cron/disabled sends stale cookies and can make invalid calls to _BounceInfo()
Public bug reported: When cron/disabled sends bounce_you_are_disabled warnings, it does not update the cookie in _BounceInfo which is almost certainly expired.
