This is not an Ubuntu bug tracker. It is a Launchpad bug tracker which supports many projects including GNU Mailman. This bug is in the right place for a GNU Mailman bug report. However, I agree that this is not a Mailman bug. The issue appears to be between the originator's qmail and the MTA at Sourceforge.
