[Bug 975707] [NEW] Investigate something like ZeroMQ

Public bug reported:
At Pycon, we talked about the need for the core to potentially push data to Postorius, HyperKitty, and other components. It makes much more sense for the core to be capable of publishing events and data to a messaging system like ZeroMQ, which those other components could subscribe to. This is a placeholder for future investigation.
